Not sure if this fix will work for everyone, but if you aren't receiving a text from IG to confirm your identity, then go to settings, check your blocked numbers, and unblock the number 32665. I NEVER blocked this number myself, but for some reason it had been blocked on my phone and this is the number IG sends a confirmation code to.
